FATIGUE PROCEDURES

In accordance with Section 23, paragraph P.6.b. of the Agreement; following is the procedure to be followed when a Flight Attendant declares herself fatigued while on duty. 

The Flight Attendant will notify In-flight Scheduling via telephone of her inability to continue on duty as soon as possible.  As part of that notification, the Flight Attendant must state her intent to declare herself fatigued.  In accordance with the agreement, she will be removed from duty. 

Once In-flight Scheduling has removed the Flight Attendant from all remaining duty for the affected day, the following actions will be taken: 

a)      If at an outstation, In-flight Scheduling will attempt to deadhead the FA back to her base.  If that is not practical, In-flight Scheduling will make arrangements for the Flight Attendant to begin rest at the outstation and arrange a hotel and transportation to the local crew hotel.  The Flight Attendant will then be returned to base after crew rest in accordance with the Agreement.

b)      The FE code will be placed on the Flight Attendant’s line and a crewmember Status form will be completed by the scheduler that takes the fatigue call and forwarded to her Coach.

c)      The Flight Attendant will not be credited or paid for the portion of her trip she does not operate as a result of fatigue.

d)     If the Flight Attendant’s fatigue call results in the loss of a day off to return her back to her base, premium pay will not apply. 

The Coach has the responsibility to review each of the fatigue calls to understand the circumstances surrounding each call.  The Coach reviewing the call will examine: 

a)      The context of the Flight Attendant’s duty and flight hours flown,

b)      The length of the duty day,

c)      How many flight hours the Flight Attendant has completed n the duty period, and

d)     How many duty and flight hours the Flight Attendant has completed in the last seven days.

In many cases a Flight Attendant may have had an extended duty day or additional block hours because of weather of mechanical reasons.  There could also be mitigating circumstances such as a disruption of a Flight Attendant’s sleep due to excessive hotel noise or a sick baby at home.  Circumstances such as these will be taken into consideration in the Coach’s review of the circumstances surrounding the fatigue call.

 If a determination is made that there are no mitigating circumstances leading to the fatigue call, further follow-up with the Flight Attendant will occur.  The Coach may either speak to the Flight Attendant in person, on the phone or request a written report from the FA regarding this incident. 

If it appears that the Flight Attendant has simply failed to report for duty adequately rested, disciplinary action may result.  The Coach will request a meeting with the Flight Attendant and a union representative.
